A quick search got me to this:http://support.microsoft.com/kb/888399 So it's a bad driver issue installed by poor software probably from an oem who didn't update their app! (Or a user who really didn't know what they were installing and forced that driver to install). It's pretty darn difficult to install a kernel mode driver in Windows. (but not impossible)
